I’m mailing something to someone in CA from Ontario, can I put it in the mailbox or do I take it to a post office? Do I need specific stamps? How much/many? Someone please give me all the details, I’m new to this! Thanks!

My mailbox is across the street from my house, on a neighbors property. There are three mailboxes together at that location. Mine, the neighbors across the street and the people next to them.
I just moved into this house last summer and have never shared a mailbox post before. I have, thus far, assumed that the snow in front of the mailbox was the responsibility of the person who had the mailboxes on their property.
But now I’m wondering if we are supposed to rotate the snow removal (I do it once, then them, then the other neighbor). If so, what am I supposed to do with the snow I remove? Haul it across the street to my yard? Throw it in their yard?
I guess that I assumed that it’s like the fire hydrant. It’s not on my property, so it’s not my job to clear it. That said, in case of fire…I’ll be using it.
Guess I was looking for "Good Neighbor" category. The city rules state that the mailcarrier must have access with mailtruck to the mailboxes.

I came in to work with my mom to work today. When we got there the mailbox outside her office had a weird symbol on it. It looked like it said the word go, but it looks almost like gang writing. It was written in blue paint and I have to scrub it off. The building is not locked so it could have been anyone. Any ideas what it could be? Could it be a gang symbol or something? She works on the CU campus if that helps. Thanks! =)
